In sum, 1,982 carriers were surveyed, with most of the survey respondents running 40 trucks or fewer. Of the 156 carriers operating between 1 and 5 trucks, 93 (60 percent) have yet to adopt ELDs.

While Martinez said he doesnât intend to delay the mandate, he said he will examine its impact on small business truckers. âI want to meet with those involved who oppose the rule to learn more about those concerns,â he told a panel of Senators during a confirmation hearing Tuesday.

Intrastate ELD mandates: California enforcement deadline likely to be late 2020, Oregon this year
California is planning to seek an intrastate adoption of the electronic logging device mandate that is likely to impose a deadline of December 31, 2020, for intrastate carriers. Oregon will enforce on the federal timeline Dec. 18 this year.
