A silver lining: Clean inspections on the rise
In Overdrive’s annual CSA’s Data Trail update, after a few years of decline in the totals overall, inspections increased by more than 4 percent. Fortunately for operators, those additional thousands of inspections can be attributed in part to an influx of inspections that contained no violation.

CVSA asks for updates to inspection-report processes for the digital age
Many state jurisdictions, CVSA says, ” do not have the manpower to follow up on unreturned inspection reports. For these jurisdictions, the practice of receiving returned inspection reports creates a paperwork burden with no clear value or purpose. Meanwhile, motor carriers spend time and resources certifying, returning and storing inspection reports that are not being used by many of the recipients.”

Truckers rack up nearly 39,000 warnings, citations during Operation Safe Driver Week
Truckers were given 30,714 warnings and 8,164 citations during the enforcement blitz, 84.2 percent of which were for state and local moving violations. Speeding accounted for 7.4 percent of violations.

ELDs: What to expect from enforcement as the mandate descends
As of Dec. 18, states and their federal truck enforcement partners will begin issuing violations and citations, in some cases with fines, to those subject to the electronic logging device mandate who aren’t using e-logs. Practices will vary considerably for log checks with those devices.

Brake Safety Day inspection blitz resulted in nearly 1,700 trucks placed out-of-service
In total, inspectors in the U.S. and Canada inspected 7,698 commercial vehicles during the one-day event, and 22 percent were placed out-of-service for violations. Fourteen percent (or 1,064) of the 7,698 inspected vehicles had brake-related violations.

Trends in violations, inspections move in truckers’ favor
Since year 2012, when the violation-free inspection percentage was below 40 percent, while the total number of inspections has remained relatively level and even fallen a little, violation-free inspection numbers have grown considerably, by more than 18 percent.

The annual enforcement blitz is scheduled for the week of Oct. 15-21. Officers will be looking for speeding, distracted driving, texting and driving, seatbelt usage, following too closely, improper lane changes, failure to obey traffic safety devices and more.

OOIDA petitions FMCSA to withhold federal funding from 20 states for enforcement, including ELDs
The petition singles out 26 states that haven’t as yet adopted the ELD mandate, while 20 of those are out of compliance with fed regs adoption rules in general, OOIDA says. The MCSAP program granted more than $65 million in funding to those 20 states last year.

ELD citations, fines begin Dec. 18, but inspectors won’t enforce OOS criteria until April
Inspectors and roadside officers will begin documenting ELD violations on the Dec. 18 deadline, and citations will be issued to drivers “at the jurisdiction’s discretion,” CVSA says. The 10-hour out-of-service order associated with non-compliance will begin April 1, 2018.
