Bills in Congress extend ELD waiver for livestock haulers, allow under-21 truckers
The U.S. House late Wednesday released the text of a $1.3 billion spending bill that funds the U.S. government through the end of the 2018 fiscal year and, notably for trucking, exempts livestock and insect haulers from the electronic logging device mandate through the end of September.

In two weeks, truckers cited for ELD non-compliance will be placed out of service for 10 hours. Hereâs FMCSAâs expected return-to-duty protocol. The agency says since December 18, only four percent of inspections have yielded an ELD infraction.

TRALA says its 90-day waiver isnât sufficient to address the ELD issues that have arisen with short-term rentals. The group says when fleets rent trucks to meet short-term demands, the ELD platform a fleet uses is often times different from the ELD platform in a rental truck.

Continuing in its so-far-unfruitful appeal to lawmakers, courts and regulators to reevaluate the federal electronic logging device mandate, the Owner-Operator Independent Drivers Association has asked the leaders of the Houseâs Transportation and Infrastructure Committee to hold a hearing on its concerns surrounding ELD implementation.
